Health Equity Impact Assessment (HEIA)

In New York State, hospitals are required to submit Certificate of Need (CON) applications to gain New York State Department of Health approval for changes in services and construction projects. In certain instances, a Health Equity Impact Assessment (HEIA) is additionally required. HEIAs incorporate data and input from patients and community members to ensure that community voices are considered, as well as provide an objective, independent assessment of the anticipated impact on the public health of, service delivery of, or access to hospital and health-related services for medically underserved groups. As required by NYS, an Independent Entity conducts the HEIAs for Mount Sinai’s proposed projects.
