It has now been well documented that 9/11 workers and volunteers, known as “general responders” in the new program, have been exposed to substances and psychological stressors that put these individuals at risk for certain conditions.

The World Trade Center Health Program General Responder Consortium provides specialized medical care, mental health care, and benefits counseling to this group of people. In addition, the program performs health surveillance on 9/11 workers and volunteers, to track the illnesses suffered by them over time.

This program was created under the James Zadroga 9/11 Health and Compensation Act, signed into law on January 2, 2011, by President Barack Obama. Title I of the law provides funding for health services, benefits counseling, outreach and education for groups of people – including 9/11 workers and volunteers – affected by the 9/11/2001 terrorist attacks on the US, and also disease surveillance and research related to 9/11 exposures and health within these groups.
