Dr. Finlay earned a Doctor of Medicine from the George Washington University School of Medicine in Washington, D.C. He started his General Surgery residency training at Walter Reed Army Medical Center in Washington, D.C. and served in the military for 5 years, including assignments in Haiti and at the Pentagon. He completed his General Surgery residency at Washington University in St. Louis, Missouri and his Vascular Surgery fellowship at Ohio State University in Columbus, Ohio. Upon completion of his fellowship, he pursued further training in Endovascular Surgery at Texas Tech University, Lubbock, T. Prior to joining the full time faculty at Mount Sinai, Dr. Finlay was in private practice in Illinois for 12 years and served as the Division Chief of Vascular Surgery at St. Elizabeth’s Hospital.

Dr Finlay enjoys teaching and has won several teaching awards in his training.

Dr. Finlay has an extensive military experience. He was a general medical officer (GMO) at The Pentagon. He served in Haiti as the chief medical officer in his region, included overseeing medical and emergency care for the Multinational Physicians, Special Forces, United Nations, and Peace Corps Personnel, and assisting local hospitals and orphanages. While there he was assigned to the President of the United States, William J. Clinton, the U.S. Presidential party and other dignitaries including: Haitian President Jean Bertrand Aristide, U.N. Secretary General Boutros Boutros Ghali, the Commandant of the Marine Corps and the Commander of the U.N. Forces. Later, he was trauma support for President Aristide during all political rallies. He was awarded my commendations including: the Meritorious Service medal, Humanitarian Service medal, Army Commendation and Achievement medals, and National Defense and United Nations Medals, and many more. Upon his return, Dr Finlay started and was editor of the syndicated military column “Dr. Talk”. He established the first endoscopy suite at the Pentagon and was assigned as the travel physician for overseas Congressional and Senate Delegations to Europe. He also completed the military training for Biological and Chemical warfare, Combat Care Casualty Course, and was the Director of the Pentagons Emergency Training and Response Teams, as well as an instructor for ATLS (Advanced Trauma Life Support) for both the Army and the Navy. Dr Finlay also completed and certified his as a B2 Sailing License from the Naval Academy in Annapolis, Maryland.

While in private practice where he served as the Division Chief of Vascular Surgery at St Elizabeth’s Hospital, he also had a regular television show of current issues in Vascular Medicine. Dr Finlay also is founder and President of Vastrac LLC, an specialty specific online EMR (electronic medical record) which was used by the Vascular Department at Harborview Medical Center in Seattle.

Dr. Finlay’s clinical interests span across all areas of vascular disease and surgery. He has particular expertise in: aortoiliac remote endarterectomy, endovascular aortic aneurysm repair, minimally invasive surgery, AV fistula formation, and the treatment of venous disease. He also specializes in advanced specialty practice EMR design.

Dr. Finlay’s research interests include: remote endarterectomy, operative incision management, and specialty specific electronic medical records for practice management. He also is interested in the use of ultrasound in Hemodialysis access evaluation and minimally invasive surgery, and the consolidation of hemodialysis management and care, and steal syndrome.

Dr. Finlay is skilled in interventional, endovascular, and open-surgery, as well as the medical management of all arterial and venous diseases. Clinically he was able to lowered the infection rate for vascular surgical incisions and developed an access center with a referral base of 30 miles. His impact in the field of Vascular Surgery has been attributed to his improved level of hemodialysis care, including the reversal of AV grafts and end lines to below the elbow AV fistulas. He also brought fenestrated EVAR and emergent EVAR technology to a community setting. He is a highly skilled Vascular Surgeon, and is registered in Vascular Lab Interpretation.
